Navaroo treats safety as a construction discipline: plan the work, establish the controls, verify them in the field and stop when conditions change. That is how crews protect each other, the public, adjoining assets and the programme.

Visible site leadership
Supervision stays connected to the work, particularly where the risk is high or interfaces are changing.
- Competent supervision present for high-risk activities and staged work around live infrastructure.
- Pre-commencement review of the work method, logistics, emergency arrangements and interface responsibilities.
- Daily workface pre-starts, direct worker consultation and authority to stop and reset when the task, conditions or surrounding hazards change.
Ready before start
The workfront is released only when the required evidence and physical controls are in place.
- Site induction, task competency, verification of competency, approved SWMS, permits and role-specific qualifications in place where required.
- Plant risk assessment, inspection, maintenance evidence, safety devices and site onboarding completed before operation.

People, plant + public access
- Defined plant routes, exclusion zones, controlled reversing, spotters where required and physical separation from workers and public movement.
- Inducted plant with current risk, inspection and maintenance evidence; competent operators and pre-operational checks.
- Staged barriers, safe pedestrian and cyclist paths, protected edges and clear access for adjacent trades and emergency response.
Ground, services + sensitive assets
- Ground-penetration and authority permits, current service information, approved methods and service proving before disturbance.
- Asset-specific plant restrictions, vibration controls, hard barricading and monitoring around rail, fuel, gas and retained infrastructure.
- Stop, isolate and escalate unexpected ground, contamination, suspected asbestos, unidentified services or changed conditions.
Lifts, deliveries + heavy vehicles
- Planned unloading area, suitable ground, verified load restraint, inducted drivers, compliant access and controlled unloading sequence.
- Rated lifting points, certified equipment, competent operators and doggers, exclusion zones and lift studies where the risk or capacity demands it.
- Chain of Responsibility controls covering fatigue, speed, mass, dimensions, loading, restraint, vehicle condition and delivery scheduling.
Rail occupations, night work, traffic interfaces, tight work zones and fatigue are treated as changes to the control plan — not simply changes to the roster.
No uncontrolled interface is accepted as normal. If the permit, separation, access, plant, lift or asset-protection control is not effective, the activity is paused and the workfront is reset before production resumes.

Mobilisation
Confirm supervision, inductions, competencies, plant documentation, SWMS, permits, temporary works, lift requirements, deliveries and emergency arrangements before the workfront opens.
- 02
Shift start
Brief the crew at the task location; confirm access, interfaces, exclusion zones, permits, plant condition, asset controls, environmental measures and changes from the previous shift.
- 03
During the work
Supervisors verify critical controls, workers raise changed conditions, plant and delivery movements remain coordinated, and inspections or hold points are completed before the next layer covers the work.
- 04
Shift close
Leave access, barriers, excavations, plant, materials and public interfaces safe and secure; record incidents, hazards, defects and corrective actions.
- 05
Handover
Close the work area with test results, inspection records, photos, as-builts and outstanding actions clearly identified.
Evidence maintained
- Induction, licence, competency and verification records.
- Plant registers, risk assessments, inspections, maintenance and defect controls.
- SWMS, permits, pre-starts, toolbox records, inspection findings and corrective actions.
- Lift plans, delivery records, dockets, ITPs, tests, photos and handover evidence.
