The model
Employment comes first.
People join Navaroo as employees, not as participants in a program.
They work inside real delivery teams on live external works packages and meet the same safety, quality and production expectations as everyone else on site. Hours are productive, the work is priced and programmed like any other package, and the crew is accountable to the head contractor in the ordinary way.
Support is wrapped around that employment so people can stay, progress and succeed — it is how the work gets delivered, not something running alongside it.

Barriers outside the workfront affect whether someone can start, stay and progress. Navaroo's role is practical and employment-focused.
